Morocco Eyes Submarine Acquisition, Expanding Defense Partnership with France

Morocco is reportedly in advanced talks to acquire its first-ever submarines, with French offers emerging as a frontrunner. According to H24 Info on 10 September 2025, this initiative follows Morocco’s recent purchase of ten Airbus H225M Caracal helicopters, signed on 1 September, as part of a broader military modernization plan.

France’s Naval Group has proposed delivering two Scorpène-class diesel-electric submarines and offered to operate a new shipyard in Casablanca. Naval Group previously delivered the FREMM multi-mission frigate Mohammed VI to Morocco in 2014.

Morocco’s 3,500 km coastline along the Atlantic and Mediterranean, its 81,000 sq. nautical mile Exclusive Economic Zone, and regional competition with Algeria have heightened the country’s need to boost its naval capabilities. Strategic analyst Abderrahmane Mekkaoui noted that the lack of official confirmation does not mean the talks are not taking place.

The Scorpène-class submarine is designed for stealth, intelligence gathering, and engagement of both surface and underwater targets. With a displacement between 1,600 and 2,000 tonnes, it carries up to 18 weapons through six 533 mm torpedo tubes and may be equipped with lithium-ion batteries and Air-Independent Propulsion (AIP) for longer submerged endurance.

Germany’s ThyssenKrupp Marine Systems (TKMS) is offering Morocco the HDW Dolphin AIP and the HDW 209/1400mod models, while Russia has revived its Amur 1650 proposal. Greece and Portugal have reportedly suggested refurbished Type 214 submarines as a cost-effective alternative.

Morocco’s Royal Navy currently operates 121 surface vessels, ranking 25th globally, but lacks a submarine fleet. Analysts argue that Morocco would need at least two to three submarines to maintain continuous patrol coverage.

These naval projects complement Morocco’s ongoing modernization of air and land forces. In addition to the Caracal helicopters, Morocco has acquired AH-64 Apache attack helicopters, F-16 fighters, and upgraded C-130 transport aircraft. The country is also considering maritime surveillance drones and patrol aircraft such as the ATR 72 MPA and C-295 MPA. Morocco’s 2025 defense budget stands at around $13 billion, partly financed through international markets.
