In a bold move amid the ongoing conflict in Ukraine, Russia has announced plans to establish a specialized military unit focused exclusively on unmanned aerial systems (UAS) operations. Russian President Vladimir Putin emphasized that this new formation will be deployed swiftly to counter evolving battlefield threats.
Innovative Command for Modern Warfare
The new UAS command, separate from Russia’s existing drone operators, will adopt “innovative tactics and unconventional solutions” drawn from lessons learned in the Eastern European theater, where autonomous platforms have played a significant role in recent skirmishes. According to Russian news outlet TASS, Putin stated, “The updated state armament program must prioritize a universal air defense system capable of neutralizing any aerial threat, regardless of type, in all operational conditions.”
This initiative aligns with Russia’s broader strategy, unveiled in 2024, to establish an “Unmanned Systems Force” by Q3 2025 and triple UAS production by 2030, reinforcing its commitment to dominating next-generation warfare.
Response to Ukraine’s Drone Offensive
The decision follows a massive Ukrainian drone strike in early June 2025, which destroyed Russian bomber aircraft valued at approximately $7 billion across four distant locations, injuring over 60 personnel. Kyiv revealed that the operation, involving drones concealed in shipping containers, was meticulously planned over three years. The attack occurred against the backdrop of faltering ceasefire talks between Moscow and Kyiv, hindered by ongoing disagreements.
Russia Bolsters North Korean Drone Production
Just days before announcing the UAS force, Russia committed to supporting North Korea in producing Iranian-designed Shahed kamikaze drones, a loitering munition widely used in Russia’s autonomous strikes against Ukraine. This partnership reciprocates Pyongyang’s provision of troops and resources to Russian forces. Currently producing 2,000 Shahed drones monthly, Russia aims to scale up to 5,000 per month, significantly enhancing its strike capabilities.
