U.S. Coast Guard Tracks Russian Spy Ship Kareliya Off Hawaii

The U.S. Coast Guard is monitoring the Russian Vishnya-class intelligence ship Kareliya, located approximately 15 nautical miles south of Oahu. First detected on 29 October, the vessel conducts long-range signals intelligence missions near key logistics, missile defense, and command hubs for U.S. forces in Hawaii.

Air and Maritime Surveillance

A HC-130 Hercules from Barbers Point Air Station and the Sentinel-class cutter William Hart have been deployed to maintain both visual and electronic contact. The Coast Guard emphasizes that all operations are conducted safely and professionally in accordance with international law. Kareliya remains in international waters but operates close to U.S. military facilities.

Kareliya and Vishnya-Class Capabilities

The ship belongs to the Project 864 Vishnya class:

  • Designed for long-duration signals intelligence
  • Approximately 91.5 meters in length, 3,500 tons displacement
  • Equipped with large antenna arrays, processing rooms, and specialized crew berths
  • Twin diesel engines provide 16 knots speed and high endurance

Defensively, the vessel carries 30 mm close-in weapon systems and short-range man-portable air defense missiles. The crew includes sailors, engineers, cryptologists, electronic warfare specialists, and linguists.

Intelligence Role and Regional Impact

Kareliya acts as a mobile node for the Russian Pacific Fleet’s Recognized Maritime Picture (RMP) and Common Operational Picture (COP). It intercepts radar emissions, VHF/HF communications, and maritime data, driving tighter EMCON discipline and adjustments in U.S. tactical procedures.

Strategic Significance

The presence of Kareliya near Hawaii signals Russia’s continued investment in long-range maritime intelligence. While it does not alter the regional balance alone, repeated operations near U.S. territories risk normalizing intrusive behavior and increase the potential for miscalculations during Indo-Pacific contingencies.
