Brazilian Congress Approves Defense Industry Cooperation with Turkey

The Brazilian Congress officially approved a five-year defense cooperation agreement with Turkey, published in the Official Gazette (DOU) on September 10, 2025. The agreement covers research, development, production, modernization, and the potential sale of joint projects to third parties.

Current and Potential Projects

Turkey’s defense industry engagement with Brazil has been ongoing for years. Otokar’s TULPAR armored combat vehicle made the shortlist for Brazil’s new IFV and fire support vehicle tender. Kale Jet Engines’ KTJ-3200 turbojet engine is being evaluated for the MANSUP-ER anti-ship missile program. Canik secured a contract with the Brazilian Army for the M2 QCB heavy machine gun. Brazil is also reviewing Turkish armed UAVs (TB2 Bayraktar) to meet its drone requirements.

Mutual Opportunities and Benefits

The agreement offers Turkish defense companies increased visibility and joint production opportunities in the Brazilian market, while providing Brazil with technology transfer and an enhanced domestic production base.
